RFI - Disaster Human Services Case Management (DHSCM) Program

The Administration for Children and Families (ACF) within the Department of Health and Human Services (HHS) is seeking information about industry capabilities related to Disaster Human Services Case Management (DHSCM) and Disaster Human Services Needs or Damage Assessments. The purpose of this Request for Information (RFI) is to conduct market research for the requirements of the DHSCM Program. The program involves connecting disaster survivors with resources, providing skilled civil engineers to conduct damage assessments, and promoting the continuity and restoration of human services providers and delivery systems in disaster-impacted communities. The ideal contractor should have the capability to secure trained and vetted disaster case managers and resource coordinators, as well as educated and skilled civil engineers. Key requirements include: • Providing case management services to survivors, including intake assessments, triaging unmet needs, and providing information and referrals • Conducting damage assessments to identify disaster impacts on human services providers and facilities • Supporting effective information sharing and exchange across human and social service providers • Developing quality improvement and key performance indicator measurement processes • Recruiting, screening, training, and credentialing case managers and resource coordinators • Meeting language fluency requirements for non-English languages • Providing virtual or hybrid disaster case management operations using electronic case management systems • Recruiting, training, and deploying civil engineers and human services SMEs for facility damage assessments
