The University of Notre Dame is seeking a comprehensive, campus‑wide “One Card” transaction system that replaces its existing card infrastructure with a modern, integrated solution supporting both physical smart cards and digital mobile credentials. The solution must handle credential issuance, access control for over 40 parking gates, stored‑value and meal‑plan accounts, robust reporting, and provide an online/mobile self‑service portal for students, faculty, and staff. The contract is a five‑year firm‑price award with two optional one‑year extensions, requiring 24/7/365 support, strict security (PCI‑DSS, FERPA, SOC 2), and extensive integration with campus systems such as Lenel OnGuard, T2 Parking, Simphony, StarRez, Fusion, Pharos, Ultra‑Time, and others.
• Provide hardware (card readers, printers) and software for issuing and managing physical and digital ID cards.
• Integrate with existing campus access‑control, parking, POS, housing, and recreation systems via APIs or direct interfaces.
• Deliver a secure, cloud‑hosted platform with high availability, data encryption, audit logging, and compliance certifications.
• Include migration plan, training, documentation, and 24/7 support with defined SLA metrics.
• Offer a fee‑summary and detailed cost breakdown in the required Excel workbook.
