Management Evaluation of Billing and Collections Department

The City of St. Petersburg is seeking a vendor to conduct a management evaluation of the Billing and Collections department. The evaluation will assess the department's efficiency and effectiveness in areas such as mission and vision, organization structure, budget, staffing levels, staff qualifications, management of staff, customer service, communication, technology, employee engagement, diversity, strategic planning, and employee safety. The vendor will be required to conduct interviews with employees, analyze data, and provide recommendations for improvement. The contract will be awarded to the most qualified vendor, and the evaluation criteria will include qualifications and experience, project approach, cost analysis, schedule, and business enterprise program outreach and utilization. • The vendor will be responsible for conducting a comprehensive evaluation of the department. • The evaluation will include interviews with employees, analysis of data, and recommendations for improvement. • The vendor will be required to provide a written report and make an oral presentation to the City. • The contract will be awarded for a period of 180 days. • The City reserves the right to reject any and all responses, or parts thereof, and to cancel the solicitation at any time.
