06926P0008-Open-Ended RFx for DV Emergency Shelter Beds

The New York City Department of Social Services – Human Resources Administration is seeking qualified contractors to operate and maintain emergency domestic‑violence shelter beds on an open‑ended basis. Contractors will provide 24/7 emergency housing and a comprehensive suite of supportive services—including intake, safety planning, case management, counseling, advocacy, employment assistance, children’s services, medical linkage, food, security, and facility upkeep—for survivors of domestic violence. Proposals are submitted through the city‑wide PASSPort system; there is no fixed submission deadline, and contracts are expected to begin 7/1/2026 and run for five years. • Operate emergency shelter facilities (minimum 20 beds, maximum 200 beds per contract) with round‑the‑clock staffing and security. • Deliver supportive services such as case management, counseling, legal/medical referrals, transportation, and children’s programming. • Provide per‑diem reimbursement (≈ $127 per occupied bed/night for ≥21‑bed sites) and meet NYC’s community‑hiring and reporting requirements.
