The United States Coast Guard (USCG) is seeking sources for the removal and recovery of approximately 637 gallons of JP-5 fuel from a remote mishap site on Harbor Mountain near Sitka, Alaska. The site is accessible only by foot, and the terrain is steep and slippery, with significant fall hazards. The fuel is located in three damaged aircraft fuel cells, and the contractor must develop a safe and technically feasible means of accessing, removing, containing, and transporting the fuel. The contractor must also provide a capability statement, including experience with remote-site fuel recovery, aviation fuel removal, and hazardous material recovery. The government is interested in results rather than prescribing a specific removal methodology.
• The contractor must address mobilization and demobilization, site access, fuel-cell access, fuel-cell stabilization, non-sparking equipment, fuel pumping and transfer, fuel-compatible hoses and equipment, fuel containment, spill prevention and response, secondary containment, transportation of personnel and equipment, transportation of recovered fuel, personnel fall protection, PPE, emergency response, environmental protection, weather limitations, and coordination with government recovery personnel.
• The contractor must develop a safe and technically feasible means of accessing and removing the fuel from the three damaged aircraft fuel cells.
• The contractor must provide a proposed means of stabilizing fuel cells and/or wreckage where necessary.
• The contractor must provide a proposed method for transporting recovered fuel and equipment from the site.
