Transit Drug and Alcohol Program Services

The Missouri Department of Transportation (MoDOT) is seeking a third-party administrator to provide turnkey drug and alcohol program services for a state-wide voluntary consortium of Missouri's small urban and rural transit providers. The successful Offeror will be responsible for providing a fully compliant transit drug and alcohol program, including administration of transit random testing consortium pool, alcohol testing, drug testing specimen collection, shipping of urine drug specimens, laboratory analysis of specimens, Medical Review Officer (MRO) services, Substance Abuse Professional (SAP) services, training and training resources, and oversight of all components of the drug and alcohol program for regulatory compliance. The contract period is from July 1, 2026, through June 30, 2028, with the option to extend for three additional one-year periods. • The program must be in place and operational by July 1, 2026. • The successful Offeror will be responsible for acquiring and coordinating all components of a fully regulatory compliant transit drug and alcohol program. • The program will serve approximately 750 safety-sensitive employees from 21 rural public transit and 15 specialized transportation providers, with the option for 9 urban transit providers to participate voluntarily. • The successful Offeror will be required to provide pricing information, including a detailed pricing page, as part of their proposal.
