The County of Sacramento issued a Request for Proposal (RFP) for a Commercial Off-The-Shelf (COTS) scheduling software application with some customization, including training and support services. The proposed software solution was intended to be used by Child Protective Services-Department of Health and Human Services (DHHS) to manage social workers' availability, caseload balancing, schedules, and assignments. The RFP was cancelled because the solution offered was not viable and required more development before it could be implemented. Key features of the RFP included:
• A non-mandatory pre-proposal conference was held to discuss the content of the RFP and answer questions.
• The contract was to be awarded based on the demonstrated overall highest value solution that met and/or exceeded the needs and requirements of the County.
• The resulting contract was to be for an initial one-year period, with the option to extend for two additional one-year renewal options.
• The County reserved the right to terminate the contract pursuant to its terms.
