The County of Riverside Emergency Management Department (EMD) was seeking proposals from experienced firms to provide guidance on how to anticipate, prepare for, and respond to severe regional liquid fuels shortages. The contractor was to develop a GIS baseline assessment of Riverside County's current distribution system capacity and create an Emergency Fuel Action Plan that would dovetail with existing Business Continuity (BC) or Continuity of Operations (COOP) Plans. However, the contract was canceled due to not receiving grant funding. Key aspects of the contract include:
• Development of a GIS baseline assessment
• Creation of an Emergency Fuel Action Plan
• Dovetailing with existing BC or COOP Plans
• Guidance on anticipating, preparing for, and responding to severe regional liquid fuels shortages
• Analysis of options for guiding state and federal resources when they arrive.
