The County of Fresno is seeking a vendor to operate a Family Urgent Response System (FURS) to provide a mobile response system 24/7 for current and former foster youth, including youth currently or formerly on probation. The selected vendor will provide face-to-face, in-home or in-community supportive services for both urgent and non-urgent calls. The vendor will operate a culturally competent, person-centered delivery model that meets the multiple systemic needs of this population in the least restrictive environment. The key services include in-home coaching, coordination between multiple agencies, and crisis response. The vendor will be expected to provide a trauma-informed, culturally responsive proposal for 24/7 mobile response services.
• The RFP was sent to 946 vendors and 19 local agencies, and three proposals were received and accepted.
• The evaluation panel consisted of five County employees, and the proposal by Kings View Behavioral Health Systems was ranked first.
• The contract is expected to start on July 1, 2022, and end on June 30, 2025.
• The vendor will be required to provide a detailed timeline of ramp-up of the program and address potential issues that may arise during implementation.
• The vendor will be expected to demonstrate familiarity and experience with the needs of a diverse population, including foster youth and families.
