The City of Spokane is establishing a master‑contract to provide Clean Building Act (CBA) compliance assurance services for its municipal facilities. The selected consultant will act as the owner’s representative, performing full energy audits, validating prior analyses, preparing Energy Management Plans, and handling all required reporting and portal submissions for up to eight city‑owned buildings.
