Buncombe County is issuing an RFP for qualified vendors to provide emergency shelter support services whenever the County’s Emergency Operations Center activates mass‑care shelters. The contract is a one‑year “pre‑positioned” agreement that can be called upon for any emergency that requires up to three shelters (each housing 50‑150 residents). Vendors may submit proposals for any or all of the following service categories: general social‑work wrap‑around services, de‑mobilization/transition planning, in‑shelter behavioral support, clinical services for residents and staff, and staff wellness/critical‑incident support. The County may award contracts to multiple vendors to ensure surge capacity and geographic coverage. Proposals must include experience, staffing plans, hourly rates (regular and overtime), references, and performance metrics.
