Description

The U.S. Navy’s Fleet Logistics Center Puget Sound is seeking a Women‑Owned Small Business to perform comprehensive inspection and testing of fire‑service ground ladders, fire hoses, appliances and nozzles at three Naval installations in Washington State (Whidbey Island, Bremerton, Bangor). The work follows NFPA 1932 for ladders and NFPA 1962 for hoses/appliances, requires detailed documentation, replacement of heat‑sensor labels on ladders, and issuance of multiple test reports. The contractor must provide its own specialized testing tools, travel to each site, obtain DBIDS clearance for personnel, and submit both electronic and hard‑copy records within 30 days of completion. The contract is firm‑fixed‑price, set‑aside for WOSBs, with a performance period of 60 calendar days from award. • Inspect & test ~1,350 ground ladders across three sites per NFPA 1932. • Inspect & pressure‑test ~56,000 ft of fire hoses and associated appliances/nozzles per NFPA 1962. • Produce certificates of completion, inventory reports, failure analyses, and replace ladder heat‑sensor labels. • Travel, labor, and all required equipment are to be included in the quote. • Access requires DBIDS clearance; no escort provided by Navy. • Deliverables due within 30 days of testing; overall contract performance 60 days.

Budget estimate

$300,000 – $500,000

No contract value is disclosed. Estimating based on the scope (≈1,350 ladders, 56,000 ft of hoses, numerous appliances/nozzles), travel to three sites, specialized testing tools, and required documentation, a typical industry rate for WOSB service contracts of this size ranges from $150‑$300 per hour for skilled technicians plus travel and equipment costs. Assuming 1,200 labor hours (≈$200/hr) = $240,000, plus travel, equipment, insurance, and overhead (~$60,000‑$100,000), the total contract value is likely between $300,000 and $500,000. Factors influencing the final amount include distance between sites, the condition of the equipment (more failures = more labor), and any required replacement parts.
