Missoula County is seeking a comprehensive emergency communication and mass‑notification platform that will serve its internal workforce of approximately 1,000 employees and optionally provide public‑alert capabilities for up to 120,000 residents. The solution must be cloud‑based (or locally deployable) with desktop and mobile apps, support rapid multi‑channel alerts, geofencing, accountability tracking, and integrate tightly with the County’s Workday HCM, Delta Controls building‑automation system, Avaya SIP‑based PBX, and 911 center. Vendors must demonstrate robust security, accessibility (WCAG 2.1 AA), and fulfill the mandatory Cloud‑Based Solution Checklist if offering SaaS.
