RFP - 5204/DL - HCM Modernization

The Virginia Beach City Public Schools (VBCPS) is seeking qualified vendors to supply a Human Capital Management (HCM) software solution and provide systems integration services to implement a modern, cloud‑based platform across multiple VBCPS schools and sites. The selected vendor will be responsible for software licensing, configuration, data migration, training, and ongoing support, with the solution to be chosen in late Fall 2026 and implementation to commence shortly thereafter. • Deliver a cloud‑based HCM software suite that meets VBCPS functional requirements. • Provide comprehensive integration services, including data migration from legacy systems and interfacing with existing district applications. • Offer training, change‑management, and post‑implementation support for school staff and administrators. • Ensure compliance with state and district security, privacy, and accessibility standards. • Manage the project timeline to achieve full deployment across all designated schools/sites within the agreed schedule.
