Description

The City of Columbia seeks a qualified firm to manage the full lifecycle of external advertising on its Go COMO transit fleet (27 buses, 16 vans). The contractor will sell ad space, negotiate agreements, produce and install wraps/signs, maintain them, handle inventory, and ensure compliance with city advertising policies. The contract runs for up to five years, with the city retaining 5 % of exterior space for its own promotions and imposing strict performance penalties for delayed vehicle service or overdue sign removal. • Manage sales, contracts, and revenue collection for all external transit advertising. • Design, produce, and obtain city approval for each ad wrap/sign. • Install, inspect, maintain, and replace advertising on buses/vans, ensuring vehicles are back in service within 1 day of any wrap work. • Provide monthly reporting, inventory logs, and digital copies of advertiser agreements within 7 business days of execution. • Comply with extensive content restrictions (no political, religious, alcohol, tobacco, etc.) and adhere to material specifications (removable acrylic adhesive, 50 % window visibility). • Penalties: $100 per day for vehicles out of service >1 day or for overdue sign removal. • Contract value is based on advertising revenue share; historical annual ad revenue averages ~$75 k. • Opportunity for growth as the fleet may expand and additional ad inventory may become available.

Budget estimate

$100,000 – $300,000

Based on the city’s disclosed historical transit‑advertising revenue (approximately $75 k per year) and a five‑year contract term, the total advertising revenue opportunity is roughly $350 k–$400 k. Assuming the contractor retains a typical 40‑50 % share of net revenue after the city’s administrative fees, the contractor’s earnings could range from about $140 k to $200 k over the contract life, or roughly $28 k–$40 k per year. Adjustments for fleet growth, additional ad inventory, or higher‑value contracts could push the upper bound toward $300 k total.
