The North Carolina Department of Information Technology is seeking proposals for the development of a Trusted Execution Environment (TEE) to support the North Carolina Longitudinal Data System (NCLDS). The TEE should provide a secure, managed data access environment for authorized users, reduce the need for data movement, and provide a comprehensive analytical workspace. The solution should be deployable within 6 months, allow for iterative feedback, and incorporate cryptographic protection, identification and authentication, audit and accountability, and future integration. The vendor should describe how the solution will meet the specifications, including the environment-level characteristics, administrator usability, and user usability.
• The TEE should provide a secure, cloud-based virtual environment for authorized users to access and work with approved data.
• The TEE should reduce the need for data to be transmitted externally to user-managed environments.
• The TEE should support robust analysis of approved datasets via availability of a full suite of in-environment tools.
• The solution should be scalable, based on use and demand, and real-time if possible.
• The solution should allow for complex processing of large files at a speed close to (within 75-80%) performance on a dedicated local server.
