MSC Payments & Receivables Processing

The New York City Department of Finance is seeking a qualified contractor to handle the end‑to‑end processing of Mortgage Service Company (MSC) payment files. The work involves validating incoming MSC data, aggregating and consolidating files, matching each MSC’s payment totals to a single Fedwire payment, and generating a consolidated output file that the DOF can use to post payment records to taxpayer accounts. This contract will be awarded via a competitive sealed‑bid process and all responses must be submitted through the PASSPort procurement portal. • Validate, aggregate, and consolidate MSC payment files received from multiple mortgage service companies. • Match the aggregated payment totals to a single Fedwire payment and produce a consolidated output for posting to taxpayer accounts. • Provide the solution in a secure, compliant manner consistent with New York City financial regulations. • Deliver documentation and support for ongoing use of the system by DOF staff.
