Strategic Planning Consulting Services

The City of Lawrence is seeking a Strategic Planning Consulting Service Provider to lead an extensive and collaborative strategic planning process. The provider will assist the City in developing a Strategic Plan that includes stakeholder sessions and will provide services resulting in a city-wide Strategic Plan. The plan must include activities, timelines, and resources that will highlight and organize the important issues in different areas of the City's services. The provider must demonstrate experience and qualifications to provide high-caliber Strategic Planning Professional Services. Key aspects of the scope of work include: • Reviewing and discussing the City's current mission, vision, organizational values, outcomes, and commitments • Refreshing and defining measurable goals, objectives, and performance measures • Developing strategies, action plans, and tactics to accomplish goals and objectives • Providing feedback mechanisms and developing a systematic approach to future review and adjustments to the Strategic Plan • Submitting recommendations for appropriate implementation measures and presenting or assisting with the presentation of the draft Strategic Plan to the City Commission The City is looking for a provider that can engage the community through multiple formats and venues and provide a high level of customer service. The provider must also comply with all applicable laws, regulations, and rules, including the Kansas Acts Against Discrimination and the American with Disabilities Act. Some of the key requirements for the proposal include: • Executive Summary: Understanding of desired services, background in supplying similar services, and interest in doing so for the City of Lawrence • References: Minimum of five references from previous clients • Statement of Capability: Documentation to support ability to accomplish the Scope of Work • Key Personnel: Qualifications of key personnel who will be assigned to perform services pursuant to the contract • Verifiable Experience: Relevant experience with providing strategic planning consulting services • Approach/Methodology: Prepare a plan that provides a comprehensive methodology to accomplish a strategic planning process, including community engagement
