GOCO Fuel Services at Eielson & Elmendorf AB, AK

The Defense Logistics Agency (DLA) - Energy - FESBA is seeking potential business sources to provide bulk and retail fuel services at Government-Owned Contractor-Operated (GOCO) fuel facilities in Alaska. The services include receipt, storage and handling, and issue services for capitalized fuel products. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. The procurement will be unrestricted under NAICS code 493190 with a size standard of $36.5 million. The Government anticipates issuing one solicitation and awarding two firm fixed-price contracts. • The contracts will be for fuel operations, support operations, and management and administration at Eielson and Elmendorf AB, Alaska. • The contracts will have a four-year base period of performance with one five-year option and an option to extend the contract for a total of no more than six months. • Firms will be expected to maintain product quality and accountability at the GOCO facilities. • The Government is seeking information on companies' capabilities, past performance, and experience with Service Contract Act of 1965 covered contracts. • Companies should be able to provide qualified and experienced personnel with appropriate clearances, if required.
