Description

The City of Chula Vista seeks a qualified consultant to conduct a comprehensive study of its parks and recreation user fees and develop a cost‑recovery policy. The effort will evaluate existing fee structures, determine true service costs, benchmark against peer jurisdictions, and propose a fee schedule and implementation plan that aligns with the department’s mission and fiscal sustainability. The work includes data collection, stakeholder interviews, cost‑of‑service modeling, market analysis, community engagement, and delivery of a final report with a user‑friendly fee‑schedule tool. • Review and analyze current fee schedules, funding sources, and cost structures for all parks‑and‑recreation programs. • Develop a full cost‑recovery model, policy matrix, and benchmarking report comparing Chula Vista to regional peers. • Conduct stakeholder focus groups and an online public survey to inform recommendations. • Deliver a draft and final fee‑study report, a master fee‑schedule Excel tool with CPI inflation formula, and an implementation/monitoring plan. • Provide up to two public presentations to the City Council or Parks & Recreation Commission.

Budget estimate

$150,000 – $500,000

The solicitation does not disclose a budget; however, comparable municipal fee‑study and cost‑recovery projects typically range from $150k to $500k for a one‑year engagement, depending on scope depth, data complexity, and level of stakeholder engagement. Assuming a mid‑range effort (≈200‑250 hours of senior consultant time plus support staff and travel), a reasonable estimate is $150,000‑$500,000 total contract value.
