The Ohio Department of Child Services (DCY) is seeking one qualified Offeror to provide comprehensive statewide management of the Ohio Kinship and Adoption Navigator (OhioKAN) program. The contractor will be responsible for leading the program’s regional structure, delivering training and technical assistance to kinship caregivers and adoptive families, ensuring fidelity to program standards, driving continuous quality improvement, conducting statewide outreach, and supporting the processing of PASSS applications. This is a double‑envelope RFP that requires both a technical proposal and a cost proposal. • Lead and administer the OhioKAN program across all Ohio regions, maintaining a cohesive regional structure. • Provide training, technical assistance, and quality‑improvement services to kinship caregivers and adoptive families. • Conduct statewide outreach and support PASSS (Program Application System for Services) application processing, ensuring compliance with child‑welfare best practices. • Deliver program fidelity monitoring, data reporting, and continuous improvement initiatives. • Coordinate with community partners and stakeholders to enhance service delivery and outcomes.
