LSTA 5 Year Evaluation

The South Carolina State Library is seeking a qualified consultant or firm to independently evaluate the State’s Library Services and Technology Act (LSTA) Five‑Year Plan (2023–2027). The contractor must have proven experience in statewide library program evaluation, quantitative and qualitative data collection, and preparation of comprehensive reports for both state and federal stakeholders. Familiarity with the Institute of Museum and Library Services (IMLS) and federal reporting requirements is essential. • Conduct a full assessment of the LSTA five‑year plan, measuring outcomes against stated objectives. • Gather and analyze quantitative metrics (e.g., usage statistics, funding allocations) and qualitative insights (e.g., stakeholder interviews, case studies). • Produce a detailed final report that meets state and IMLS reporting standards, including recommendations for future program improvements.
