Description

The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the Phoenix Sky Harbor International Airport Rental Car Center Vertical Transportation Modernization project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The project involves the modernization and replacement of critical horizontal and vertical transportation systems, including 12 elevators and 18 escalators. The project is expected to last six years, including engineering, permitting, procurement, installation, testing, and commissioning. The CMAR will be responsible for construction means and methods, and will be required to solicit bids from prequalified subcontractors to perform the work using the City’s subcontractor selection process. • The project location is 1805 E. Sky Harbor Circle South, Phoenix, AZ. • The estimated construction cost is $50 million. • Small Business utilization is highly encouraged. • The CMAR will begin with the firm in an agency support role for preconstruction services and will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. • The CMAR will be responsible for providing detailed cost estimating, project planning and scheduling, and construction strategies to minimize interruption to City operations and impacts to the public. • The CMAR will also be responsible for selecting subcontractors/suppliers for this project and for providing quality controls, bonding, and insuring the construction.

Budget estimate

$40,000,000 – $60,000,000

The estimated construction cost for the project is $50 million. This amount is likely to be the maximum amount that the City of Phoenix will pay for the construction services. However, the actual budget may vary depending on the final cost of the project, which will be determined by the Construction Manager at Risk (CMAR) through a Guaranteed Maximum Price (GMP) contract. The factors that may influence the likely payment range include the complexity of the project, the experience and qualifications of the CMAR, and the ability of the CMAR to manage the construction process efficiently. Given these factors, the budget range can be estimated to be between $40 million and $60 million.
