Description
The Executive Office of Energy and Environmental Affairs (EOEEA) is seeking a vendor to replace its legacy online permitting platform with a modern, low-code application platform. The new platform should support dynamic workflows, robust integrations, and enhanced user experiences. The procurement process will be conducted in two phases, with the first phase focusing on delivering core permitting platform functionality and the second phase extending the platform to cover the full permit portfolio. The vendor should have proven expertise in Appian platform implementation, system integration, migration, and consulting services.
• The vendor will deliver a public-facing and internal agency portal, implement reusable common components, and configure agency-specific workflows.
• The vendor will develop and migrate a defined subset of priority permits.
• The permitting platform must be developed as a joint effort between the vendor and the EEA IT team.
• The vendor will provide training and support services.
