The State of South Carolina Department of Social Services is seeking third‑party consulting firms to provide a range of advisory services on an as‑needed, job‑order basis. Consultants will respond to individual Job Order Requests (JORs) that define specific deliverables, timelines, and required personnel tiers. The solicitation is a fixed‑price, competitive award with a maximum five‑year contract period (one‑year base plus up to four one‑year renewal options). Hourly rates are capped at $115 for Tier 1 (1‑3 years experience), $195 for Tier 2 (4‑9 years), $270 for Tier 3 (10+ years), and a blended $400 rate for IT‑related resources.
