Year 5 Contract A

The City of Elgin is seeking bids for the Year 5 Lead Service Line Replacement Program – Contract A. The project involves the installation of approximately 8,200 feet of 8-inch water main, approximately 230 lead service line replacements from water main to interior water meter, and all other appurtenant work and materials necessary to complete the project throughout the City of Elgin. The successful bidder shall be required to furnish a satisfactory contract bond to the City of Elgin by a surety company authorized to do business in the State of Illinois covering the full amount of the contract. The project must comply with the Elgin Responsible Bidders Ordinance and the Illinois Works Jobs Program Act (Apprenticeship Initiative). • The project includes the replacement of lead service lines and installation of new water mains. • The project requires the successful bidder to pay prevailing wage and provide certified payrolls to the City for the duration of the project. • The project is subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program and the Davis-Bacon Act. • The project requires the successful bidder to undertake specified affirmative efforts to increase the use of disadvantaged business enterprises. • The project includes the removal and replacement of existing water mains, valves, and hydrants. • The project requires the successful bidder to provide a list of qualified references for projects of similar size and scope.
