Human Resource Information

The Commonwealth Health Insurance Connector Authority is seeking a contractor to provide a Human Resource Information, Learning Management and Payroll Processing System. The contractor will be required to comply with various laws, regulations, and standards, including those related to security, accessibility, and data ownership. The contractor will also be required to provide systems that meet or exceed certain Health Connector, Federal state, and EOHHS Standards. Some key requirements include: • Compliance with Commonwealth laws and regulations, including the Fair Information Practices Act and identity theft laws • Compliance with Section 508 of the Federal GSA’s accessibility standards and the Commonwealth’s Enterprise Information Technology Accessibility Standards • Ensuring data integrity and security, both at rest and in transit • Providing systems that are accessible and usable by individuals with disabilities • Complying with the EOTSS Accessibility Contract Language for IT Solutions • Not using generative artificial intelligence to provide services unless approved in writing by the Health Connector
