The Commonwealth of Massachusetts, through the Executive Office of Veterans Services, seeks a single‑contractor to develop the “Commonwealth Veteran 2030” three‑year strategic plan and accompanying implementation framework. The contractor will conduct a comprehensive discovery phase, facilitate statewide stakeholder engagement, produce the strategic narrative, create detailed implementation roadmaps, performance‑measurement dashboards, and support early‑stage rollout activities. The effort is fee‑for‑service, capped at $500,000, with an initial six‑month term and one optional six‑month renewal.
• Deliver a full three‑year strategic plan organized around Care, Coordination, and Careers & Defense Innovation pillars.
• Conduct virtual/in‑person workshops, surveys, and interviews with veterans, VSOs, state agencies, and other external stakeholders.
• Provide implementation road‑maps, governance structures, KPI dashboards, and a change‑management/communications plan.
