The State of Missouri, through its Department of Higher Education and Workforce Development, is seeking a vendor to design, implement, and maintain a web‑based Career Readiness, Assessments, and Certifications platform. The solution must host the National Career Readiness Certificates (NCRC) or equivalent, deliver online curriculum covering essential workforce skills, provide secure testing and rapid electronic certification, and support ongoing system upgrades and technical support for a one‑year contract. Vendors must demonstrate at least two years of experience issuing NCRC‑type certificates, working with comparable government entities, and providing web‑based assessment platforms with AI‑related compliance disclosures. The award will be made after a pre‑proposal teleconference on August 17, 2026; proposals are due electronically by September 10, 2026.
• Provide a secure, scalable web platform for career readiness assessments and certification issuance.
• Include curriculum for applied math, graphic literacy, workplace documents, and optional technology assessments.
• Deliver electronic certificates within one week of test completion.
• Supply ongoing maintenance, upgrades, and technical support for the contract year.
• Meet minimum experience: 2 years NCRC issuance, 2 years government work of similar scope, 2 years platform support.
• Submit required compliance exhibits (tax, registration, anti‑boycott, AI disclosure, etc.).
• Must be registered in MissouriBUYS with “Approved”/“Spend Authorized” status.
