UPDATES: 4/20/2026 - ADDENDUM #1 TO THE IFB HAS BEEN PUBLISHED. --------------------------------------- SUNY UPSTATE MEDICAL UNIVERSITY (“UPSTATE”) IS SEEKING SEALED BIDS FROM QUALIFIED VENDORS FOR THE PROVISION OF A COMPETENCY MANAGEMENT SYSTEM UPSTATE is requesting proposals from qualified contractors (“Contractor”, “Bidder” or “Offerer”) to provide implementation and support of an integrated competency management platform. The solution will support Upstate’s efforts in tracking, assessing, and developing staff competencies across departments to ensure compliance, staff readiness, and continuous workforce development. The selected bidder will be responsible for providing everything needed to successfully implement and operate the platform. This includes, but is not limited to, all required software, licenses, implementation and integration services, training, and ongoing support. The platform must comply with healthcare regulations and Upstate’s internal protocols. Services will include, but are not limited to: Software implementation, configuring and integrating the software, migrating data from existing systems or spreadsheets, training administrators, managers, and end users, providing ongoing technical support, maintaining and upgrading the system, supporting change management, and assisting with best practices for adopting and integrating the Tiered Skills Acquisition Model (TSAM). The vendor must be able to meet all of the Bidder and Technical Mandatory Qualifications listed in Section 3, Proposal Requirements, Subsection A Mandatory Bidder and Technical Qualifications and all subsections contained under Subsection A of the RFP document. The vendor must also review, understand and accept all the terms and conditions in the RFP. In accordance with New York State (“NYS”) Lobbying Law §139 requirements, effective immediately, this procurement is in a "Restricted Procurement Period." This restricted period will be in effect until an award for this product and/or service has been fully executed. As this procurement is subject to NYS Finance Law §139 –j & –k, also referred to as the Lobbying Law, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed in this advertisement and in the RFP document. Failure to comply with this requirement can range from no contract to debarment from doing business with other NYS agency.
