Sole Source Contract for Ongoing Software Maintenance and Support for the SC Vital Records and Statistics Integrated Information System (SC VRSIIS)

The Department of Public Health intends to enter into a sole source contract with Genesis Systems Inc. for ongoing software maintenance and support for the SC Vital Records and Statistics Integrated Information System (SC VRSIIS). The system was originally procured through a competitive bid process and has been upgraded over time. Genesis Systems Inc. is the sole developer of this custom computerized web-based software system and retains the sole rights for providing ongoing software maintenance and support. The scope of work includes maintenance and support for the VRSIIS system, which accommodates the legal registration, certification, fee collection, and other processes associated with the recording of vital events for the citizens of the State of South Carolina. Key aspects of the job include: • Ongoing software maintenance and support for the SC VRSIIS system • Maintenance and support for the system's various products, including BIRTH, DEATH, FEE AND ISSUANCE, FETAL DEATH, and ITOP Modules • Accommodating the legal registration, certification, fee collection, and other processes associated with the recording of vital events • Providing support for the system, which was upgraded in 2020
