Description
The City of Tacoma is seeking a consulting firm to provide both Program Management (PM) and Organizational Change Management (OCM) services for the implementation of the Southwest Power Pool “Markets+” wholesale electricity market. The contractor will be responsible for overall program coordination, governance facilitation, risk/issue management, stakeholder communications, training curriculum development, change‑readiness assessments, and documentation of new business processes. Work will be issued on a task‑order basis under a time‑and‑materials contract with a three‑year base term and a possible one‑year extension.
• Provide integrated program scheduling, governance‑meeting facilitation, risk/issue registers, and executive dashboards for the Markets+ rollout.
• Develop and execute an OCM plan that includes stakeholder analysis, communication artifacts, training materials, and adoption monitoring.
• Demonstrate at least 5 years of experience with Northwest regional utilities and familiarity with centralized wholesale markets (SPP/Markets+).
