RFP 2026-1181 Apartment Lease for Student Housing

Texas Tech University is seeking proposals for temporary off-campus, short-term apartments to meet current student housing needs. The apartments will serve as a short-to-medium-term solution to ensure students have reliable housing options that support their academic success, well-being, and engagement with the campus community. Proposers must provide student-appropriate accommodations that align with institutional standards and policies for safety, accessibility, proximity, and quality. The proposed apartments must be located within one mile of the TTU campus or served by an active TTU bus route. Proposers must also demonstrate experience providing housing solutions to higher education institutions and have the ability to scale bed counts within the 100-300 range based on TTU needs. • The RFP includes requirements for apartment configuration, student safety, move-in/move-out operations, housing quality, property management, and communication protocols. • Proposers must submit a proposal that includes pricing, utilities pricing model, damage rate worksheet, turnover cost information, photographs, and detailed unit information. • The evaluation process will consider factors such as the purchase price, reputation of the contractor, quality of goods or services, and extent of subcontracting opportunities. • The contract will be awarded to the proposer that provides the best value to TTU.
