The Massachusetts Trial Court is seeking a cloud‑based Project and Portfolio Management (PPM) Software‑as‑a‑Service (SaaS) solution to replace Microsoft Project Online. The award will include SaaS licensing, a firm‑fixed‑price implementation, training, ongoing support, and hourly rates for future professional services such as integrations and data migration. The contract will run for an initial 36‑month term with two optional one‑year renewals, and the solution must satisfy Commonwealth cybersecurity, FedRAMP, and WCAG 2.1 AA accessibility requirements. • Deliver a multi‑tenant SaaS PPM platform supporting waterfall, agile, and hybrid project methods, resource and financial management, and view‑only dashboards for executive users. • Provide full implementation services (configuration, testing, training, knowledge transfer) on a fixed‑price basis, plus optional hourly professional‑services for later enhancements. • Must act as the prime contractor, comply with strict no‑contact and prompt‑pay policies, and meet federal‑level security standards (FedRAMP Moderate, SOC 2 Type II, ISO 27001).
