Description

The Department of Veterans Affairs is seeking a contractor to provide low-demand safe haven emergency residential services for beneficiaries of the San Francisco VA Health Care System. The contractor will provide 24-hour staffed short-term residences with private or semi-private accommodations, targeting hard-to-reach, chronically homeless veterans with mental illness and/or substance use disorders. The program aims to establish trust and motivate veterans to seek needed treatment services and transitional and permanent housing options. The contractor will be responsible for providing wraparound case management, care coordination, and supportive services individualized to each enrolled veteran's needs. Key features of the program include: • Emergency housing and supportive services within a community-based facility • Capacity to serve up to 22 veterans • Targets and prioritizes chronically homeless veterans with severe mental illness and/or substance use problems • Reduces barriers to immediate placement and accommodates same-day admissions when there is a vacancy in the program • Provides safe and secure housing and supportive services within a trauma-informed environment of care • Engages veterans using harm reduction strategies with a primary focus on attaining and maintaining housing

Budget estimate

$5,000,000 – $100,000,000

The budget for this opportunity is likely to be substantial, given the comprehensive nature of the services required. The contractor will need to provide 24-hour staffed short-term residences, wraparound case management, care coordination, and supportive services for up to 22 veterans. The period of performance is five years, which suggests a long-term commitment to providing these services. A rough estimate for the budget could be in the range of $5 million to $20 million per year, depending on the specific services provided, the number of veterans served, and the level of staffing required. This estimate is based on the assumption that the contractor will need to provide a range of services, including housing, food, counseling, and case management, and that the cost of providing these services will be substantial.
