Description
Governor’s Office of Land Use and Climate Innovation (LCI) seeks a qualified contractor to provide end‑to‑end user‑experience (UX) design, content‑strategy, and information‑architecture services for its Policy Unit’s new WordPress‑based website and an interactive PDF for the Environmental Goals and Policy Report (EGPR). The work includes research, content inventory, taxonomy creation, wireframe and prototype development, and optional content‑entry support under separate work orders. The contract is a fixed‑price, deliverable‑based award up to $250‑300 K, with a potential one‑year extension, and must be performed over an 18‑month period.
• Conduct user research (internal & external interviews), produce personas, and audit existing policy PDFs.
• Develop a comprehensive web‑content strategy, taxonomy, sitemap, and IA for a WordPress site; create wireframes and clickable prototypes in Figma.
• Design and deliver an interactive PDF (EGPR) compliant with PDF/UA and WCAG 2.1 AA; provide up to three review cycles.
• Offer as‑needed content migration, validation, and accessibility QA via separate Work Order Authorizations (WOAs).
• Provide monthly status reports, risk logs, and a final project summary; all deliverables become state property.
