Description
The University of Maine System seeks FAA‑certified air‑charter providers to furnish on‑demand charter flights for varsity athletic teams across its six campuses. The contract will cover a five‑year term (with an optional five‑year renewal) and require a range of aircraft sizes (20‑150+ seats), 24/7 dispatch, ground handling, baggage and oversized equipment transport, and the ability to accommodate last‑minute schedule changes. Pricing must remain firm for the entire contract term, and the award will be based on qualifications, past performance, and acceptance of the Master Agreement.
• Provide charter flights from Bangor (BGR) and Portland (PWM) for NCAA travel, including single‑trip, multi‑stop, and round‑trip itineraries.
• Offer small (20‑40 seats), medium (40‑80 seats) and large (80‑150+ seats) aircraft, with 24/7 customer‑service and on‑time performance guarantees.
• Meet all contractual and legal requirements of the University’s Master Agreement, including non‑modifiable indemnity and FOAA provisions.
• Submit a complete, virus‑free PDF package by 8 April 2026, including the cover page, debarment certification, qualifications, references, and acceptance of Appendix D.
• Evaluation weighted heavily toward organization qualifications (65 pts) and Master Agreement acceptance (25 pts); minimum 60 pts required for consideration.
