Delaware Clean Vehicle Rebate Program Administration

The State of Delaware is seeking a single qualified vendor to market, develop, implement, and administer the Delaware Clean Vehicle Rebate Program (CVRP). The contractor will build and maintain a secure online application portal, operate a toll‑free call center, manage rebate processing, conduct dealer outreach, and produce regular program reports. In addition, the vendor must design a Low‑ and Moderate‑Income (LMI) rebate program roadmap and deliver it within nine months of award. The base contract term is five years with up to three optional one‑year extensions. All work must comply with Delaware DTI security standards, CSA STAR/FedRAMP certifications, and data‑handling requirements. • Develop/maintain the CVRP web portal, database, and integration with state systems. • Provide call‑center support, dealer outreach, and two applicant surveys (post‑rebate and 6‑month EV‑owner). • Design and deliver an LMI rebate program implementation roadmap within nine months. • Submit monthly, quarterly, and annual reports; upload data to the State Open Data portal. • Meet stringent security, background‑check, and data‑privacy standards for handling public and non‑public data.
