The Tennessee Higher Education Commission is seeking a single vendor to design, host, and support a dedicated data‑management system for the federal GEAR UP Tennessee grant and to conduct an independent, multi‑year external evaluation of the program’s performance and outcomes. The contractor will be responsible for system configuration, secure data storage, real‑time dashboards, annual CCREC data uploads, training for school staff, and a suite of evaluation activities including formative and summative reports, biennial student surveys, a dual‑enrollment impact study, and assistance with the Annual Performance Report. The award will be a firm‑fixed‑price contract spanning the seven‑year grant period.
• Deliver a secure, custom‑built data‑management platform with live dashboards, reporting tools, and annual federal data uploads.
• Provide comprehensive external evaluation services: design the evaluation framework, conduct surveys, analyze data, produce interim and final reports, and support APR preparation.
• Conduct mandatory product demonstrations (15‑18 Dec 2025) and attend two national CCREC meetings per year, plus annual in‑person professional‑development sessions for school staff.
• Offer up to 40 hours of system development in Year 1 and 20 hours per subsequent year, plus ongoing technical support and training.
• Work closely with THEC staff, school districts, and the College & Career Readiness Evaluation Consortium throughout the contract term.
