Construction Management & Inspection Services - Open End Contract

Cecil County Department of Public Works is seeking a qualified professional engineering firm to provide on-call construction management and inspection services under an open-end contract. The scope of work includes contract and constructability reviews, construction management, onsite construction inspection and material testing, permitting assistance, utility location, and surveying. The selected firm will provide services on an as-needed basis through individual task orders issued by the County during the term of the contract. The firm should have experience in construction management and inspection services, particularly in horizontal and vertical construction projects. * Key services: construction management, inspection, material testing, permitting assistance, utility location, surveying * Project types: wastewater, bridge, highway, storm water, site development, vertical construction * Contract term: July 1, 2026 to June 30, 2027, with optional renewals up to June 30, 2031 * Selection criteria: engineering firm's resources and capability, key staff experience, past project performance, completeness of submission, rate structure
