The City of Worcester’s Human Resources Department seeks a full‑service employment advertising agency to develop data‑driven recruiting campaigns, post jobs on approved platforms, provide candidate sourcing, and deliver monthly analytics and reporting. The contract is for one year with optional two additional one‑year renewals, and the vendor may price the service via flat fee, commission on an estimated $50,000 advertising spend, or an alternate structure. Minimum qualifications include three years of comparable government experience and three government references (one municipal client with population ≥100,000).
