RFP #2025-038-003 Exclusive Use Helitanker Firefighting Services

The City of Los Angeles, Los Angeles Fire Department, is seeking a contractor to provide Exclusive Use Helitanker Firefighting Services for an initial 5-year term, with the option to extend for an additional 5 years. The contractor will provide aerial rotor-wing firefighting aircraft services during the annual brush fire season, which typically runs from August to December. The aircraft must have a water-dropping capacity of at least 2,500 gallons and meet specific requirements, including a Night Vision Imaging System (NVIS) and a Class "A" foam injection system. The contractor will be responsible for providing all necessary personnel, equipment, and maintenance support. • The contract will be for an initial 5-year term, with the option to extend for an additional 5 years. • The contractor must provide a heavy-lift helicopter with a minimum 2,500-gallon fixed-water tank and functioning self-filling snorkel pump. • The contractor must have a valid FAA pilot license and prior experience fighting brush fires. • The contractor must provide proof of an established Safety Management System and operational safety history. • The contractor must provide a complete inventory of spare parts and a detailed narrative explaining the process for ordering and delivering replacement parts.
