Description

The Department of Veterans Affairs is conducting market research for a Service‑Disabled Veteran‑Owned Small Business set‑aside to perform annual inspection, testing, and preventive maintenance of the Medical Gas Distribution System at the Loma Linda VA Health Care System. The work includes comprehensive leak checks, alarm panel testing, valve and outlet inspections, particulate and dew‑point analyses, and detailed reporting in compliance with NFPA‑99, OSHA 29 CFR 1910.147, and ASSE 6000/6020/6030 standards. The contract period runs from 1 Dec 2026 through 30 Nov 2031 (≈5 years) with a base‑plus‑four‑year option. The VA will not reimburse response costs; only qualified SDVOSBs, VOSBs, 8(a), HUBZone, etc., are encouraged to submit capability statements by 30 Sept 2026. • Scope: Full labor, tools, equipment, and supervision for annual inspections of all medical gas sources, alarms, zone valves, outlets, and bulk oxygen systems across multiple hospital floors and ancillary buildings. • Standards: NFPA 99 (2024 edition), OSHA 29 CFR 1910.147, ASSE 6000/6020/6030. • Deliverables: Detailed compliance report with photos, test data, corrective recommendations, submitted to the COR within 14 days of work completion. • Personnel requirements: Licensed ASSE 6020/6030 inspectors, OSHA 30‑hour card, VA PIV badge, lock‑out/tag‑out coordination. • Estimated contract value: $12.5 million (base + option).

Budget estimate

$10,000,000 – $15,000,000

The solicitation cites an estimated contract value of $12.5 million for the five‑year period (base plus four‑year option). Assuming the VA awards the full amount, the annual revenue would be roughly $2.5 million, with potential variations based on the scope of over‑and‑above repairs, optional extensions, and any change orders. A realistic range for the total contract award is therefore $10 million to $15 million.
