This solicitation seeks a single qualified Offeror to assume statewide responsibility for the Ohio Kinship and Adoption Navigator (OhioKAN) program. The contractor will manage program delivery to kinship caregivers and adoptive families, provide training, ensure fidelity to program standards, drive continuous quality improvement, preserve the existing regional structure, conduct extensive outreach, and support the processing of PASSS applications. The awardee must demonstrate deep expertise in kinship and adoption issues, familiarity with child‑welfare best practices, and capacity to operate across the entire state while forging strong community partnerships. • Lead statewide management of OhioKAN, maintaining its regional framework. • Deliver training and technical assistance to kinship caregivers and adoptive families. • Oversee program fidelity, quality‑improvement initiatives, and PASSS application support. • Conduct statewide outreach and cultivate community partnerships to expand service reach. • Provide comprehensive reporting and compliance with state IT and licensing requirements.
