Planning, Design & Construction Project Management Software (PMIS) System

Mississippi State University is seeking an unlimited‑user, cloud‑based Project Management Information System (PMIS) to support the full lifecycle of planning, design, construction, and post‑construction activities. The solution must handle project and sub‑project tracking, asset management, bidding (construction and design services), mobile field data capture, document management, electronic signatures, and deep integrations with existing enterprise systems such as Ellucian Banner/Ethos, Jaggaer (BullyBuy), AiM AssetWorks, Power BI, Bluebeam, and SharePoint. Implementation is expected to take 6–9 months, with a phased go‑live, and the vendor must provide unlimited‑user licensing, implementation services, training (train‑the‑trainer), integration configuration, and video validation scenarios upon request. • Unlimited‑user SaaS license with multi‑tenant cloud hosting (no private cloud required). • Required integrations: Banner/Ethos, Jaggaer, AiM AssetWorks, Power BI, Bluebeam, SharePoint, Adobe Sign, and SSO (CAS/SAML 2.0). • Deliverables include data migration of ~50 active Excel‑based projects, mobile inspection/photo capture, cost‑forecasting tools, asset lifecycle tracking, and compliance/design‑review workflows. • Vendor must supply SOC 2, HECVAT, and penetration‑test documentation and pass MSU’s internal security review. • Pricing must be broken out by software license, implementation, training, integration services, and support; unlimited‑user model only (no per‑seat fees).
