Automated Motor Vehicle Record Check Services

Des Moines Area Community College (DMACC) is seeking proposals for Automated Motor Vehicle Record Check Services to support approximately 1,000 employees across six campuses. The selected vendor must provide a 100% web-based platform with role-based user access controls, initial employee enrollment, and ongoing scheduled and event-based monitoring of driver records. The vendor must also support FCRA compliance, including employee consent and disclosure, adverse action support, and dispute resolution. The initial contract term will be three years, with two optional one-year renewal periods. Key features and requirements include: • Initial employee enrollment via flat-file import • 100% web-based platform delivery • Role-based user access controls and permissions • Ability to segment driver lists by job description, driving frequency, or CDL license type • Support for Iowa-issued and out-of-state driver’s licenses • Ongoing scheduled and/or event-based monitoring of selected subset or all driver records • Ad hoc and aggregate reporting on driver status, risk rating, lookup date, and violation definitions • Return of a score or standardized rating value for each MVR record reviewed • Initial platform configuration and security settings, including data encryption • Support for Federal Credit Reporting Act (FCRA) compliance
