The City of New York, via DCAS, is issuing a 2‑year Requirements Contract to supply a comprehensive list of bakery‑product items (bagels, rolls, breads, muffins, waffles, etc.) and baking ingredients (flour, sugar, baking powder, etc.) to the Administration for Children Services and other city agencies. Vendors must meet strict nutritional and ingredient restrictions (no low‑calorie sweeteners, artificial colors, certain chemicals) and many items must be sourced from New York State. Bids are submitted electronically through PASSPort, with a submission deadline of May 22 2026. The contract runs July 1 2026 through June 30 2028.
• Scope includes >30 baked‑goods SKUs and 8 ingredient SKUs, each with detailed packaging, nutritional, and NY‑state sourcing requirements.
• Mandatory documentation (nutrition labels, NY‑state sourcing proof, halal/kosher certificates) must be submitted with the bid or within 7 calendar days of a City request.
• Vendor must be PASSPort‑registered, able to deliver city‑wide (NYC) and comply with food‑safety labeling, frozen‑goods handling, and reporting obligations.
