CONSULTING SERVICES FOR THE PREPARATION OF A DATA CENTER AND LARGE-LOAD DEVELOPMENT REGULATORY FRAMEWORK

The City of Lakeland seeks a multidisciplinary consulting team to design a comprehensive regulatory framework for data centers and other large‑load developments. The work includes evaluating current conditions, benchmarking best practices, assessing utility capacity, and drafting policy and code amendments that balance economic growth with infrastructure reliability, environmental stewardship, and fiscal responsibility. Deliverables comprise a GIS‑based suitability analysis, model utility and development agreements, a draft amendment package to the Land Development Code, and an implementation roadmap for the City Commission. • Evaluate existing electric, water, wastewater, and storm‑water utility capacity and constraints. • Research regional and national best‑practice regulatory approaches for high‑load facilities. • Identify optimal siting locations using GIS suitability analysis. • Develop clear, enforceable development standards (setbacks, parking, noise, cooling, etc.). • Propose equitable utility cost‑recovery mechanisms and funding policies. • Draft amendment language for the City’s Land Development Code and related utility policies. • Produce model agreements (development, utility service) and an implementation roadmap. • Deliver a final report with recommendations, supporting data, and presentation to the City Commission.
