RFI for Computer Aided Dispatch (CAD) and Records Management System (RMS) Consultant

The Los Angeles Department of Water and Power (LADWP) is seeking a consultant to provide information and feedback on the potential procurement of a Computer Aided Dispatch (CAD) and Records Management System (RMS). The consultant will assist with gap analysis, procurement of a solution, and development of the scope of work. The project aims to consolidate and integrate various technologies into a single CAD/RMS environment to improve situational awareness and operational efficiency. Key responsibilities include conducting a gap analysis, developing detailed requirements, supporting the development of the scope of work, and assisting with planning activities. • The project is expected to go live by the last quarter of 2028. • The consultant will assess LADWP's operational and security needs and evaluate industry offerings to determine the most secure and effective solution. • The department is seeking input from industry regarding available deployment options and their associated benefits and constraints. • The consultant will work with approximately 400 officers and 15 administrative staff members who will have access to the system. • The project includes integrating with various systems, such as Video Management System (VMS), access control systems, and GIS platforms.
