Establishment and Operation of Interim Housing for Families

The County of San Mateo is seeking information from organizations interested in establishing and operating an additional family interim housing program within the county. The program aims to provide safe, decent, and family-appropriate housing for families experiencing homelessness or a housing crisis. The county is looking for information on provider capacity, considerations for facility procurement, and the provision of services relevant to adding another family shelter program to the county's current system. • The program should provide safe, decent, habitable, and family-appropriate interim housing • Operate as a low-barrier, Housing First intervention • Serve families with a range of needs, including families with very low or no income, disabilities, behavioral health needs, histories of domestic violence, criminal legal system involvement, and other barriers to housing stability • Prioritize quick connection to permanent housing • Integrate housing-focused case management and service linkage • Coordinate closely with CES and County systems • Use trauma-informed, culturally responsive, and de-escalation-centered practices • Support child and family wellbeing • Maintain compliance with federal, state, and local requirements • Produce reliable data, performance reporting, and continuous quality improvement
